THE ORGANIZATION

The Lusaka Integrated Solid Waste Management Company (LISWMC) was established following the enactment of the Solid Waste Regulation and Management Act No. 20 of 2018 as an autonomous Solid Waste Management Utility in order to provide effective solid waste management services in the City of Lusaka and has taken over solid waste management functions from the Lusaka City Council.

The Company is responsible for the following functions:

  1. Facilitate and provide solid waste services in order to ensure a clean,safe and healthy environment;
  2. Manage solid waste infrastructure in order to ensure sound treatment and disposal;
  3. Enforce solid waste standards in order to ensure compliance and enhance provision of quality services;
  4. Facilitate private sector participation in the development and provision of solid waste management in order to ensure accessible, sufficient and affordable services;
  5. Manage corporate affairs and consumer services in order to enhance smooth operations of the institution;
  6.  Manage financial and other resources in order to ensure their prudent utilisation and accountability;and
  7. Manage the provision of independent assurance on the institution’s risk management and governance in order to ensure the effectiveness of internal control systems.

In its quest to inspire mindset change towards solid waste management and provide the above listed services, LISWMC is looking for suitably qualified,creative and self-driven individuals to join the Company on the under listed positions to be based in Lusaka City;

1. JOB TITLE: Chief Executive Officer- Fixed Term Contract (01Position)

JOB PURPOSE

To oversee the effective setting of the overall strategy and vision of the Company and ensuring that the organization meets its objectives of the effective and efficient provision of solid waste management services in order to ensure a clean, safe and healthy environment in furtheranceof the mandate specified in the Solid Waste Regulation Management Act and Board of Directors directives.

REPORTS TO: BOARD OF DIRECTORS

Main Duties and Accountabilities (Without Limitation)

Oversee effectively the provision of solid waste services in order to facilitate the collection, transportation and disposal of waste.

effectively the provision of commercial and consumer services in order to facilitate proposal of competitive tariffs and establishment of a billing system for management of solid waste services.

Oversee effectively the formulation and implementation of community based solid waste programmes in order to promote participation and behavioral change towards solid waste management.

Determine effectively the management of business enterprises for the Institution in order to generate income and sustain operations.

Ensure effectively the provision of legal services in order to safeguard the interest of the Institution.

Superintend effectively over the provision of Secretariat Services to the Board in order to facilitate the conduct of business.

Oversee effectively the provision of ICT Services in order to facilitate communication and management of information.

Monitor effectively the identification and management of risks in order to implement appropriate mitigation measures.

Oversee effectively the conduct of research on topical and emerging issues in order to generate information for informed decision making.

Oversee effectively the monitoring and evaluation of Institutional programmes in order to facilitate the development of appropriate interventions.

Oversee effectively the utilization of human, financial and other resources in order to facilitate attainment of Institutional objectives.

Full Grade 12 School Certificate or equivalent.

A relevant Bachelor’s Degree in Engineering, Environmental Sciences or Social/Business Sciences.

Possession of Master’s Degree (MBA, MSc, MA etc.) or postgraduate qualification in Environmental or General Management or Development Studies or Public Policy &Regulation will be an added advantage.

Ten 10 years work experience of which 5 should be at senior management level in a reputable organization.

2. JOB TITLE: Manager- Waste Management Operations- Fixed Term Contract (01 Position)

JOB PURPOSE

To manage solid waste operations in order to facilitate the collection,transportation and disposal of waste in service zones.

REPORTS TO: Director- Waste Management Services

Main Duties and Accountabilities (Without Limitation)

Supervise effectively te collection, transportation and disposal of waste in order to ensure a clean, safe and healthy environment.

Monitor timely the conduct of inspections of solid waste service providers, operators and infrastructure in order to ensure compliance to standards and regulations.

Manage effectively the formulation and enforcement of standards in order to ensure compliance to regulations and enhance service delivery.

REQUIREMENTS

3. JOB TITLE: Legal Counsel – Fixed Term Contract (01 Position)

JOB PURPOSE

To provide legal advisory services, and manage legal matters,compliance, risks and Board secretariat services in order to safeguard the interest of the Company.

REPORTS TO: Chief Executive Officer

Main Duties and Accountabilities (Without Limitation)

Manage effectively the provision of legal services in order to advise management and the Board on legal implications of internal policies to ensure compliance with the law.

Provide timely secretariat services to the Board in order to facilitate the conduct of Board business.

Manage timely review and preparation of contracts and other legal documents in order to ensure compliance and safeguard the interests of the Agency.

Responsible for timely prosecutions of non-compliant cases and represent the Company in litigation matters in Courts of law in order to enforce compulsory standards.

Ensure the effective monitoring and evaluation of adherence to Compulsory Standards in order to establish compliance levels and intervention measures.

Manage accurately, the conduct of legal risk assessment in order to formulate responsive approaches.

Prepare monthly and quarterly legal reports for management information.

Coordinate the arching of legal documents such as contracts,agreements, judgements and memorandum of understanding concerning the Company.

Obtain legal opinions from the Ministry of Justice on important issues of law.

REQUIREMENTS

Full Grade 12 School Certificate or equivalent.

Bachelor of Law (LLB Degree) or its equivalent

Advocate of the High Court of Zambia

Member of the Law Association of Zambia(With current practicing certificate)

At least 5 years work experience of which 3 years should be at management level.

4. JOB TITLE: Principal Waste Management Infrastructure Officer -Fixed Term Contract (01 Position)

JOB PURPOSE

To facilitate the management of waste infrastructure in order to ensure sound treatment and disposal of solid waste and implement appropriate interventions to ensure easy and safe access to Landfills and Dumpsites.

REPORTS TO: Manager-Waste Management Operations

Main Duties and Accountabilities (Without Limitation)

Manage effectively the solid waste landfills and other disposal facilities in order to safeguard human health and the environment.

Coordinate effectively the development of guidelines in the management of landfills and other disposal facilities in order to implement best practices.

Monitor and evaluates effectively the performance of landfills and other disposal facilties to ensure compliance with guidelines and standards.

Supervise timely the management of waste management equipment at the landfill by ensuing that they are serviced,repaired and properly handled in order to avoid halting operations.

Spearhead timely the collaboration with other stakeholders on the management of landfills and other disposal facilities in order to ensure best practices.

Provide information on landfills and other disposal facilities in order to facilitate informed decision making by management.

Supervise the securing of staff, equipment and fixtures and fittings at the Landfill to avoid lose through theft or vandalism.

REQUIREMENTS

Full Grade 12 School Certificate or equivalent.

Bachelor’s Degree in Environmental Engineering or equivalent.

Member of the Engineering Institute of Zambia.

5. JOB TITLE: Senior Inspector and Standards Officer (01 Position)

JOB PURPOSE

To supervise and undertake the development of standards to manage solid waste in order to ensure compliance to statutory regulations and guidelines.

REPORTS TO: Manager-Waste Management Operations

Main Duties and Accountabilities (Without Limitation)

Supervises and undertakes effectively the development of standards in order to ensure compliance to regulations and enhance service delivery.

Supervises and undertakes effectively the development of guidelines to manage landfills and other disposal facilities in order to safeguard human health and the environment.

Supervises and undertakes timely the development and review of operating manuals in order to ensure proper management of solid waste.

Supervise effectively implementation of solid waste control measures in order to stop and minimize the generation of solid waste.

Supervises and undertakes timely the development and review of codes of practice in order to provide guidelines in the handling and disposal of solid waste.

Supervises and undertakes effectively the development and implementation of quality control systems and measures in order to enhance delivery of solid waste management services and operations.

REPORTS TO:Manager-Waste Management Operations

Supervises and undertakes effectively inspection of solid waste management providers and operators in order to ensure compliance to set standards.

Develop and implement solid waste collection and transportation guidelines that are aimed at enhancing service delivery and safe guarding human health and the environment.

Supervises and undertakes effectively the assessment of solid waste service providers and operators in order to facilitate the issuance of licenses.

JOB PURPOSE

To supervise and undertake the formulation and implementation of programs in order to promote community participation and behavioral change towards solid waste management.

REPORTS TO: Manager – Waste Management Operations

Main Duties and Accountabilities (Without Limitation)

Supervises and undertakes effectively the mobilization and engagement of community-based enterprises in order to

incorporate community participation in the management of solid waste at community level.

Supervises and undertakes effectively communication and education on solid waste management in order to create awareness and promote positive behavioral change towards waste management in communities.

Supervises and undertakes effectively outreach programs in order to sensitize the public on the management of solid waste.

Supervises and undertakes timely the development and dissemination of IEC materials in order to facilitate the education and sensitization of the public on waste management.

Supervises and undertakes effectively the monitoring and evaluation of Unit programs in order to facilitate the development of appropriate interventions.

Supervises and undertakes regularly the preparation of reports on the management and provision of solid waste education services in order to facilitate the dissemination of information and inform decision making.

Supervises and implements effectively the conduct of research on topical and emerging community engagement issues in order to generate information for informed decision making.

8. JOB TITLE: Waste Collection Officer (01 Position)

JOB PURPOSE

To coordinate the collection of solid waste in order to ensure the safe collection and disposal of waste in designated service zones.

REPORTS TO: Senior Waste Collection Officer

Main Duties and Accountabilities (Without Limitation)

Coordinates the timely collection of solid waste from service zones in order to avoid accumulation of waste around the city.

Facilitates and provides the transportation and disposal of solid waste in service zones in order to ensure a clean, safe and healthy environment.

Monitors effectively the identification and management of disease risk areas in order to implement appropriate mitigation measures.

Schedules and allocate the waste collection man power to appropriate work places daily in order to ensure that all areas are services accordingly.

Undertakes effectively the monitoring and evaluation of Unit programs in order to facilitate the development of appropriate interventions

REPORTS TO: Principal Waste Management Infrastructure Officer

Main Duties and Accountabilities (Without Limitation)

Undertakes effectively the management of landfills daily operations and other disposal facilities in order to allow for smooth operation of the disposal sites.

Undertakes the monitoring and evaluation of the performance of landfills and other disposal facilities to ensure compliance with guidelines and standards.

Undertakes effectively the Issuance of guidelines and directions for access into landfills and other disposal facilities in order to ensure safety of the Clients and Staff.

Undertakes timely the management of waste management equipment at the landfill by ensuing that they are serviced,repaired and properly handled in order to avoid halting operations.

Undertakes the securing of staff, equipment and fixtures and fittings at the Landfill to avoid lose through theft or vandalism.

JOB PURPOSE

To undertake inspections of solid waste service providers, operators and clients in order to ensure compliance to prescribed standards,statutory regulations and guidelines.

REPORTS TO: Senior Inspector and Standards Officer

Main Duties and Accountabilities (Without Limitation)

Undertakes effectively the enforcement of the Solid Waste Regulation and Management Act No. 20 of 2018 and other related Acts in order to ensure compliance.

Conducts effectively the assessment of solid waste Service Providers and Operators in order to ensure required performance in waste collection.

Undertakes timely the enforcement of rules, operating manuals,codes of practice and standards on the provision of solid waste services in order to ensure compliance.

Ensures the effective implementation of solid waste control measures in order to stop and minimize the generation of solid waste.

Carryout timely the management of complaints against solid waste service providers and operators in order to take appropriate remedial action.

Undertakes the assessment of special waste clearly establishing the ideal ways of disposal and also denoting the revenue expectation to the Company.

To undertake the development and implementation of programmes in order to educate and sensitize the general public on sound solid waste management practices.

REPORTS TO: Senior Community Services and Education Officer

Main Duties and Accountabilities (Without Limitation)

Undertakes effectively the development and implementation of programmes in order to achieve positive attitude and behavior change towards solid waste management at community level.

Undertakes effectively the development and dissemination of information education communication (IEC) materials in order to facilitate the education and sensitization of the public on waste management.

Undertakes effectively the conduct of research on topical and emerging issues in order to generate information for informed decision making.

Conducts regularly the preparation of reports on education programmes in order to facilitate the dissemination of information and inform decision making.

Undertakes effectively the monitoring and evaluation of Unit programmes in order to facilitate the development of appropriate behavioral change interventions.

12. JOB TITLE: Purchasing and Supplies Officer (01 Position)

JOB PURPOSE

To provide procurement support in the acquisition of goods and services and ensure contracts for essential services and goods are in place to aid the organization to attain optimal cooperation between costs,quality safety and deadlines.

REPORTS TO: Head- Procurement and Supplies

Main Duties and Accountabilities (Without Limitation)

Undertakes timely the preparation and review of the annual procurement plan in order to guide the procurement process.

Conducts effectively the procurement of goods, services and works and negotiates the best possible terms and conditions with suppliers to ensure timely availability of goods and service.

Manages effectively the monitoring of contracts in order to ensure compliance with contractual obligations.

Ensures the effective preparation, issuance and evaluation of bidding documents in order to facilitate procurement of work,goods and services.

Carryout effectively the market research to identity and onboard suppliers for the provision of goods and maintain a supplier’s database in order to facilitate the storage and retrieval of information.

Undertakes effectively the provision of secretariat services to the Procurement Committee in order to facilitate the implementation of procurement decisions.

Provides technical assistance to non -procurement staff in understanding the requirements for submitting accurate and thorough requisitions, costs,estimates, statements of work, or to determine other technical specifications related to the procurement of products and services.

13. JOB TITLE: Public Relations Officer (01 Position)

JOB PURPOSE

To develop, manage, coordinate, network, implement and monitor a public relations and communication strategy and associated products and activities on an on-going basis with various public audiences, with the objective of promoting awareness and understanding of the Company and its activities.

REPORTS TO: Chief Executive Officer

Main Duties and Accountabilities (Without Limitation)

Undertakes timely and accurately preparation and issuance of press releases in order to update the public on the operations of the institution.

Develops effectively communication strategies and tools to monitor compliance and provide support and guidance on public perception of the Company.

Carry out timely and accurately preparation of responses to press and public queries in order to state the Councils position on topical issues.

Coordinates effectively production of brochures, magazines,newsletters, videos and other materials in order to facilitate the dissemination of information.

Plans and monitors the use of communication budgetary resources.

Ensures the timely archiving of media reports, videos,publications and magazines/brochures in order to maintain a record of information.

Undertakes effectively the planning and coordination of Public Relations events in order to create awareness on the operations and functions of the Company.

JOB PURPOSE

To undertake internal auditing and risk management activities in order to ensure adherence to good corporate governance practices and internal controls.

REPORTS TO: Manager – Audit & Risk Management

Carryout timely audit activities in order to verify transactions.

Undertakes effectively the preparation and implementation of the annual audit plan in order to facilitate the systematic conduct of audits.

JOB PURPOSE

To undertake the identification of business development opportunities in order to generate revenue and sustain operations.

REPORTS TO: Manager – Business Development and Consumer Services

Main Duties and Accountabilities (Without Limitation)

Undertakes effectively the identification and actualization of opportunities for solid waste management services in order to expand the institution’s revenue base.

Undertakes effectively the preparation, consolidation and implementation of solid waste management business plans in order to guide the implementation of programmes.

Undertakes effectively the promotion of services offered by the institution in order to create awareness and attract potential clients.

Undertakes effectively the proposal of tariffs for solid waste management services in order to ensure cost reflectiveness.

Manages effectively the conduct of research on topical and emerging issues in order to generate information for informed decision making.

Undertakes effectively the monitoring and evaluation of Institutional programmes in order to facilitate the development of appropriate interventions which enhances the business of the company.

JOB PURPOSE

Implements effectively the allocation of office space and office furniture in order to ensure employees have work stations.

Provides support with the formulation of transport schedules for poor vehicles and trucks, scheduling of service and repair of vehicles, and vehicle licenses.

Ensures timely the efficient supply of stationery and office consumables in order to enhance smooth operations.

Undertakes timely the provision of secretarial services in order to ensure smooth operations in the Company.

Undertakes travel assistance to staff members for travel arrangements and entitlements based on Company policies.

Undertakes timely the monitoring of office and meeting calendars, providing all logistics and accurately taking minutes.

Develops office filling system, organize and store paperwork,documents and computer-based information.

19. JOB TITLE: Accountant – (01 Position)

JOB PURPOSE

To supervise the mobilization of financial resources in order to finance the operations and prudently manage the disbursement of financial resources in order to enhance operations of the company.

REPORTS TO: Manager-Finance

Main Duties and Accountabilities (Without Limitation)

Supervises effectively and efficiently the collection and banking of all revenues due to the Company in order to finance its operations.

Performs daily and monthly the reconciliation of Account receivables, funds collections and returns.

Manages effectively the preparation of annual company budgets in collaboration with other sections for consolidation into an overall revenue and expenditure budget.

Undertakes regularly spot checks to ensure that revenue collected has been banked, accountable documents have been filed accordingly and revenue entries have been posted correctly.

Coordinates with the income generating units for purposes of ensuring correct recording of income realized through receipting and timely invoicing.

Supervisors timely and effectively the debt collections and management in order to reduce the risk of bad debts by updating and maintaining the Outstanding Returns Age Analysis.

Ensures the continuous implementation of cost projections and on a timely basis provide cost analysis of specific activities.

Ensures that all contractual payments for services are tracked and monitored including timely payment of tipping and other fees by clients.

Undertakes the development and implementation of new/revised accounting policies procedures and internal controls.

Processes monthly payroll and statutory submissions.

Supervises effectively the disbursements of funds in order to facilitate the operations of the company.

JOB PURPOSE

To provide support to the Finance Unit by carrying out various accounting tasks and ensuing accuracy in financial records.

REPORTS TO: Accountant

Main Duties and Accountabilities (Without Limitation)

Undertakes the processing of payments in order to facilitate accountability of public funds.

Assists in the effective preparation and monitoring budget implementation in order to ensure that expenditures are within the approved estimates and are in compliance with financial regulations.

Undertakes effectively the preparation of annual revenue budgets in collaboration with other sections for consolidation into an overall revenue and expenditure budget.

Manages accurately and timely the scheduling of appointments and calendar of the CEO in order to facilitate time management.

Conducts daily all confidential and urgent correspondence from both internal and external sources in order to facilitate the CEO’s appropriate attention.

JOB PURPOSE

To maintain and repair heavy duty equipment in order to delver maximum equipment availability for solid waste management while ensuring the highest safety level is maintained at all times.

REPORTS TO: Principal Waste Management Infrastructure Officer

Main Duties and Accountabilities (Without Limitation)

Conducts scheduled daily checks on equipment before use as per checklist in order to prevent and repair defects.

Undertakes routinely maintenance activities and servicing,lubrication of heavy-duty equipment in order to prevent wear and tear and fix defects.

Ensures that all tools, and equipment are correctly used and kept in good operating conditions in order to prevent theft, lose or damage to the tools.

Undertakes timely the reporting of incidents, defects and accidents damages caused to the equipment.

Ensures proper safety measures are adhered to at all times by all personnel working on heavy duty equipment.

To undertake and supervise the cleaning of streets and effective and efficient collection of waste up-to the final disposal site.

REPORTS TO: Waste Collection Officer

Undertakes timely the collection of solid waste in service zones in order to facilitate transportation and disposal of waste.

Undertakes effectively the supervision of general workers cleaning the street in order to have clean and healthy environments.

JOB PURPOSE

To safely and efficiently undertake the transportation staff and/ or hauling of solid waste from as assigned points to designated places.

REPORTS TO: Transport Officer

Main Duties and Accountabilities (Without Limitation)

Undertakes regularly and effectively the transportation of company authorized staff, visitors and consultants to various assigned destinations.

Undertakes regularly and effectively the transportation of Solid Waste using company trucks to the final waste disposal site at Chunga Landfill.

Prepares timely, accident reports in order to facilitate decision making and reports in good time to the Transport Officer and Administrative Officer.

Completes timely, log books in order to enhance accountability of journeys.

Undertakes regularly, basic vehicle inspection in order to ascertain its road worthiness and request the Transport Officer to book for servicing.

Undertakes effectively the delivery of mail to assigned destinations.

Undertakes the regular cleaning of the motor vehicle to portray the good imagine of the Company.

REQUIREMENTS

Full Grade 12 School Certificate or equivalent.

Valid Class C SADC Driver’s license,GRZ Competence.

Basic motor vehicle mechanical knowledge will be an added advantage.

At least 1 years work relevant work experience.

REMUNERATION PACKAGE

The  successful  candidates   shall  be   offered  a Fixed Term Contract or permanent and pensionable position (depending on the position) with an attractive salary and benefits package corresponding with the provision of the Conditions of Service of LISWMC.
