LISMWC/PSU/WM/CBEs/001/25 TENDER FOR THE PROVISION OF SOLID WASTE COLLECTION SERVICES IN VARIOUS COMMUNITIES IN LUSAKA DISTRICT
- The Lusaka Integrated Solid Waste Management Company is inviting contractors to participate in the tender process for the collection, transportation and disposal of municipal solid wastes from residential dwellings, properties and all non –residential properties entities and enterprises to the dumping site. The Waste Management Service Zones (WMSZs) are as far as clearly demarcated by main roads, railways, or City limits
- Bidding will be conducted using Community Participation as specified under section 52 subsection 2 part (a) and section 91 subsection 1 part (c) of the Public Procurement Act No. 8 of 2020 which will only consider bidders restricted to a target group within the Community for which the service will be provided. Selection will be based on the bidders eligibility to meet the minimum requirements as set out in the solicitation document.
- The dimension for which the service is to be undertaken has clearly been detailed per ZONE. The bidders are required to understand the dimensions before submitting. The bidders will be required to pay a non-refundable fee of ZMW1,000.00 being the participation fee per ZONE and a Receipt will be issued by the finance department which will form part of the qualification requirements. KINDLY NOTE THAT RECEIPTS THAT WERE ISSUED AT THE INITIAL ADVERTISEMENT WILL STILL BE VALID FOR BIDDERS THAT PAID FOR PARTICIPATION FEE.
- The closing date and time for receipt of bids is Friday 30th May 2025 at 10:00hrs and any bids received after the time and date stipulated will not be accepted. Bids will be submitted in the tender box at Head Office along Church Rd Plot No. 2020. Bids will be opened immediately after tender closing at 10:05 at LISWMC conference room.

Preliminary Requirements
The Bidder shall submit with its bid the following additional documents:
- Duly filled in and signed Bid form. The bid form must be signed by an authorized signatory;
- Bid securing declaration form signed by an authorized signatory.
- Letter confirming the firms physical address. The letter should be on the companies official letter head.
- Proof of ownership or formation of an entity through submission of Certificate of Incorporation or Registration/Certificate of a corporation/club/Faith based organization or cooperative etc.
- Document showing shareholders of the firm, entity, corporative, club, faith based organization etc from a registration body or Institution.
- Valid Tax Clearance Certificate from the Zambia Revenue Authority;
- Valid Social security compliance certificate from NAPSA or any pension scheme registered with the Pensions and Insurance Authority;
- Written Power of Attorney, clearly stating the appointed person, his/her specimen signature. The names, designations and signatures of the person (s) issuing the Power of Attorney must be stated who must be a director or shareholder of the firm.
- Litigation Status in form of a written letter from a Legal Practitioner. A written statement by the Bidder himself or any other person shall NOT BE ACCEPTED.
- Workers’ Compensation Certificate
- Receipt issued by LISWMC of ZMW1,000.00 being participation fee/zone
- Copy of Business Levy Certificate from Lusaka City Council
Technical Requirements
- Proof of ownership or hire through lease agreement of atleast one (No.1) 10-ton light trucks.

- We declare that we have inspected all the area of the Waste Management District where the service is to be provided, and we are confident that we can provide the service;
- We undertake to provide the vehicles and equipment necessary to perform the service;
- We undertake to supply competent supervisors, staff and operators, labor and office administration to perform the service as described in the tender documents;
2. We acknowledge that this Form of Tender and the documents listed below form part of our bid:
- We undertake, if our bid is accepted, to commence the work on [date]………, or after receipt of Notice from LISWMC to proceed, whichever is later, and to perform the service for a period of Three (3) years
