Project Overview

The Government of Zambia, through the Lusaka Integrated Solid Waste Management Company (LISWMC), is seeking a qualified concessionaire to establish a Material Resource Recovery or Waste-to-Energy Facility at the Chunga Landfill in Lusaka under a Public-Private Partnership (PPP) framework.

Project Objectives

  • Establish and operate a Material Resource Recovery or Waste-to-Energy Facility
  • Reduce environmental impact by diverting municipal solid waste for recycling or energy production
  • Increase efficiency and sustainability of Municipal Solid Waste (MSW) management practices in Lusaka
  • Ensure financial viability and long-term sustainability under a PPP arrangement

Scope of Work

  • Design and construct a fully integrated Material Resource Recovery or Waste-to-Energy Facility
  • Ensure design meets local and international environmental, health, and safety regulations
  • Include MSW sorting, recycling units, waste-to-energy generation systems, and storage areas
  • Operate the facility efficiently for resource recovery or energy production
  • Meet performance standards for processing capacity, energy generation, and resource recovery
  • Perform routine and preventive maintenance to ensure reliable operations
  • Coordinate with LISWMC and local authorities for MSW supply
  • Develop collection strategies to ensure consistent feedstock delivery
  • Comply with all applicable environmental regulations and standards
  • Implement environmental and social management plans
  • Monitor and report on environmental impact regularly
  • Capacity building and training of local personnel
  • Revenue generation through sale of recovered materials and energy
  • Community engagement and stakeholder communication

Request for Proposals (RFP) issued to shortlisted respondents (6 weeks duration)

After RFP Evaluation

Negotiations with selected respondents and contract finalization

Qualifications and Requirements

The concessionaire must meet the following qualifications:

  • Proven experience in MSW management, material recovery, or waste-to-energy operations
  • Technical capacity to design, finance, build, operate, and maintain a waste facility
  • Ability to meet environmental and social safeguards
  • Financial capability to undertake development and operation
  • Track record of successful PPP projects
