MLGRD/PREQN/001/03/2025 EXPRESSION OF INTEREST (EOI) TO PRE- QUALIFY FIRMS FOR THE ESTABLISHMENT OF MATERIAL RESOURCE RECOVERY OR WASTE – TO-ENERGY FACILITY AT CHUNGA LANDFILL IN LUSAKA

1.0 INTRODUCTION

The Government of the Republic of Zambia, in its renewed desire to effectively deliver services and development to its People has through the Ministry of Local Government and Rural Development embarked on the process of procuring the services of a firm that will help establish a Material Resource Recovery or Waste -To- Energy Facility at the Chunga Landfill in Lusaka under the Ministry of Local Government and Rural Development.

The project will be executed under a Public Private Partnership (PPP) framework with the aim of reducing waste volumes, recover valuable resources and generate energy from the municipal solid waste generated in Lusaka.

2.0 BACKGROUND

The Chunga Landfill, located in Lusaka, serves at the primary disposal site for municipal solid waste generated in the city. The Landfill is about 24 hectares in area and is situated 11 Kilometers north of Lusaka’s Central Business District. However, the landfill faces challenges related to environmental degradation, insufficient solid waste diversion, and the limited capacity for waste. The Government Republic of Zambia (GRZ) and Lusaka City Council (LCC) through the Lusaka Integrated Solid Waste Management Company (LISWMC) have recognized the need for a sustainable solution to address the growing solid waste disposal problem. As a result, the decision has been made to invite private sector participation through a concessionaire to develop and operate a facility for material resource recovery or waste-to-energy production at the Chunga Landfill.

Engaging a concessionaire to create a Material Resource Recovery or Waste-to-Energy Facility at the Chunga Landfill is an important step toward improving Lusaka’s waste management practices, reducing environmental impacts, and promoting sustainable development. The public-private cooperation will be critical to attaining these objectives, and the project’s successful execution will benefit both the community and the business sector.

Ministry of Local Government and Rural Development (MLGRD) intends to invite Firms to participate in the above-mentioned tender through an Expression of Interest.

3.0 OBJECTIVE

The primary objective of engaging a concessionaire is to:


  1. Establish and operate a Material Resource Recovery or Waste-to-Energy Facility at the Chunga Landfill.

  2. Reduce the environmental impact of the landfill by diverting municipal solid waste for recycling or energy production.

  3. Increase the efficiency and sustainability of Municipal Solid Waste (MSW) Management practices in Lusaka.

  4. Ensure the financial viability and long-term sustainability of the facility under a PPP arrangement.

4.0 QUALIFICATION CRITERIA

Prequalification will be based on the firms all of the minimum pass-fail criteria regarding their general and particular Material Resource Recovery or Waste-to- Energy systems, experience and capacities, and services such as quality assurance, and the provision of other relevant information:

Site visit and meeting will be conducted on Thursday 17th April, 2025 stating at 09:00hrs. All interested partners will be required to meet at the Lusaka Integrated Solid Waste Management Company Offices Situated at Former Ministry of Local Government and Rural Development building along Church Road Plot No. 2020 opposite Pamodzi Hotel

All bids, in sealed envelopes, clearly marked MLGRD/PREQN/001/03/2025 Prequalification for the establishment of the Material Resource Recovery or Waste-to Energy facility at Chunga Landfill under the Ministry of Local Government and Rural Development, must be deposited in the tender box on the first floor, Ministry of Local Government and Rural Development, Box 50027 Lusaka on or before Friday , 9th May, 2025 at 10.30 hours’ local time. The bids received shall be opened immediately thereafter in the Meeting Room situated on the Second floor, Procurement and Supplies Unit of the Ministry of Local Government and Rural Development in the presence of bidders or their representatives who choose to attend.
